My question is, why is the armor penetration pvp ring released this season, but spell haste ring and neck are going to be released next season, was it like that in the original TBC ? I really don’t remember.

Because F clothies.
Rogues are too underpowered in PvP atm so they needed a buff I guess.
Presumably because the neck was added in 2.4 and the melee ring at the start of s3.
