Can we get the old Second Wind again? At least… Without pocket healer, that spec is useless on PvP… bad mobility and no self healing again… So if i want to play warrior on PvP im forced to play fury again… like last 2 expansions. Or just make Enraged Regeneration baseline… or something like that. The Ignore Pain is also useless… it costs 40 rage… 40??? Are you serious… You added bunch of useless abilities like Whirlwind, IP, slam etc… Also nerfed Fury’s self healing to the ground…
Think about MoP warrior. MoP and WOTLK warrior were the best ever… Even in Legion they were much better.

It is cost for hardest healing reduction debuff. Some kind of balancing for rating pvp.

I prefer wrath warrior with WoD second wind.
Uaable while stunned and 1 min CD.
Even tho arms in WoD was rend auto hit and MS atleast in deffensives was kinda good.
Shield barrier, enrage regen 1 min CD, rayling was giving 30% HP.

I can only assume here you mean Victory Rush, which has a severe condition to using it, or Impending Victory which has a huge opportunity cost.
Mage has no need of healing abilities since they have abilities to annul damage they take, means to slow down the target, and/or inflict massive damage on them in a short while.
Mages also have a better version of Second Wind baked into their class in how conjured food work.

Same with Second Wind. Unless you activate DbtS it does nothing. If the target has anything magical damage they do during it, SW does nothing.
Also, mages have little need for something like Sexond Wind as their abilities actually work together and synergise instead of the mess that Earriors have, and especially Arms, with abilities that work against each other.
I’m currently maining a Mage due to the raid guild I’ve applied to recruting that and no Warriors. Before that I’ve mained a Warrior since Vanilla, and the difference in feel and performance is night and day. I feel like I’ve been handed a tactical nuke.
You won’t be tanking anything if you die without heal.
Then there’s also the fact that a selfheal is an artificial increase in the health pool. Tanky would be for Warriors to have a higher health pool. Arms and Fury used to be tankier, then their health pools were normalised to be closer to the health of others. Everyone except Arms have a selfheal, meaning that without an external healing source Arms is actually worse than any other spec.
Vulpera racial with a macro “target = self” and there you go. 
Imho the talents “Impending Victory” and/or “Second Wind” should be baseline. This would not break the warrior at all and would open up a slot for another talent.
Isn’t arms all about mitigating damage though?
It feels like punching a brick when I’m fighting a good arms warrior.

Live or Classic? Because on Classic Warriors have about 20% more health than on Live, and no selfheal. Their best option is the talent Defensive Stance which reduces all damage taken by 20%, which is mandatory for PvP.
DH also has the hardest healing debuff (50%) in the game.

you are thinking 2much out of the box, Blizz doesnt like that.
Only in PvE, all Mortal Wound effects reduce healing by 50% in PvE and 25 in PvP.

Mages are probably one of the best classes to stay alive, being ranged, having blinks, immune damage with iceblock, then having shields that absorb a lot of damage, have temp shield and alter time, and they heal a lot if you use it right, and even if they do take damage they could even go invis and conjure some food and heal up.
So saying mage has less healing then arms is very wrong, Arms has NO healing at all haha, unless u kill someone, but then it’s usually not needed anymore.

That is because they can have 100% uptime on 50% dmg recution with ignore pain. Warriors are really fine as it is at the moment. They are even op when paired with a healer. Solo play they are above average
So you have IP and this, lol.
That is constant 70% dmg reduction. 20 from def stance and 50 from ip, that is alot man, logical you cannot also heal lmao
