Well, I would say your current understanding is pretty far from reality. Actually it has nothing to do with defensive and offensive, or skill cap either.
On this first point, Arms has a very good defensive cd (arguably better than fury) and def stance. On the other side, Fury has more hp pool, a very nice self sustain due to bloodthirst and battle trance, and 10% perma damage reduction.
So both spec are kinda equally defensive. Offensive wise, it’s about the same. Similar pressure, ability to burst, anti-heal etc.
About the gameplay and “forgiving” rotation I would say fury is even harder than Arms. It has been stated by Blizzard that they will give Fury an “auto-attack build” in Dragonflight, because the usual build is too fast paced and hard to keep up for the average player. Fury’s rotation is actually complex and can always be optimized.
If I had to tell the main differences in PvP (because PvE does not matter to me), I would say that Arms :
is excellent at cleaving 2 people due to Sweeping strikes
is excellent against rogues and DH due to Overpower countering dodge mechanic
applies dot bleeds to counter invisibility (which fury does not)
has almost an immunity against physical classes during def cd (if not stunned)
has very reliable anti-heal
insane execute phases and procs with Sudden death (execute hits much harder as Arms)
slower paced gameplay
probably slightly better burst potential than fury
And that’s pretty much it.
On the other side, Fury :
has good self-sustain on the long run
has higher hp pool and perma 10% reduction without sacrificing damage
has better def cd against magical comps and is usable whilst stunned
probably has slightly better single target sustained damage
presses buttons all the time
has access to an offensive cd that gives both insane damage and mobility with Reckless abandon
To conclude, it is all about your own feeling and expectations. Since you seem to like pressing buttons, Fury sounds like the obvious choice !
I completely disagree on this statement.
(The amount of Fury parses vs Arms also kinda, not 100% though, confirms this.)
Arms is way way way more sensitive then Fury in it’s rotation.
Fury in it’s basics is spamming Raging Blow untill you get enough rage to press rampage.
Arms has a much more carefull rotation in the need to upkeep your Rage and refresh your bleeds.
(and not spamming to much Slam )
They’re both quite easy to learn but hard to master.
That is why Warrior is such popular class but you hardly see a warrior in it’s full glory.
Fury 1000% if this is what you seek.
Fast gameplay, 3 buttons and lot’s of shiny Raging Blows!
If you craft a Signet it can be used for both Arms and Fury, so the swap is easily made
(I don’t ever use Signet as Arms, but it is viable!)
Wait whaaaaaaaaaaat ?! it’s much more punitive to fail your rotation and decisions when you play arms than fury, its the first time ever i see someone saying the opposite
Hmmm - im making it complicated for myself in that case. I tend to go Charge, WWx2, Bloodthirst, ancient Aftershock, Recklessness, Rampage, Bladestorm, Bloodthirst, Raging Blow.
Ofcourse the opener is not 3 buttons, we can’t all be Fire mages…
The essence off Fury warr is just spamming RB and Rampage though, with the occasional WW inbetween.
Start AOE Rotation:
Charge - WW - BT - SoB (or AA) - Reckless - Rampage - Spin - WW Spam. Continue with RB spam into Rampage.
Start ST Rotation:
Charge - BT - SoB - Reckless - Rampage - Spam RB into Rampage.
You essentially have to press more then RB/Rampage every 30-45 seconds. Depending if you use last AM or middle option (forgot name lmao)
