Arsenal vendors for DF

I’m currently looking everywhere in Valdrakken to find the NPC selling the Pvp Arsenal from DF but it seems I can’t find it.

Warmode arsenal is available but not season 1/2/3. Is there any information indicating when the NPC will be added?

Or am I blind and it’s already available?

Another reset passed and still no Arsenal available. Anybody found a news/ communication regarding this?
