I have a simple and hope easy question: recently I got the hidden artifact appearance on my Alliance Guardian Druid from Ursoc. I have also the Guardian Druid on Horde side and the question is if this Horde Druid already got this appearance and can unlock the re-colours thanks to making objectives or is it just the transmog and only my Alliance Druid can unlock the re-colours of hidden artifact and I have to drop it on Horde side too?

If you have the baseline Artifact skin unlocked on either druid, both of those characters can progress towards further colour variations.
Note that this progress isn’t shared account wide however, so if for instance you’re halfway through 200 World Quests on the Alliance and precisely as far on the Horde, it won’t add up to a total of a completed objective. Once you do unlock the variation you want however, it will be usable regardless of faction.
Now, if your Alliance druid is the only with the hidden artifact unlocked and your Horde druid simply has it unlocked in the transmog tab because of that, I’m almost 100 % certain that only your Alliance druid can progress towards further colour variations - your Horde druid won’t have the actual Artifact appearance tied to their personal Artifact progression.
