Artifact quests on low level mages (chromie time leveling)

Hi everyone. I just started leveling through legion content on my (now level 18) mage. So I have not hit the required level for flying. However for the Frost mage artifact questline, flying is required to reach the point for “The Deadwind site” quest. I have tried reaching the point through duskwood. Is there anyone who knows a way around it?

(previously, before reaching legion content you would have flying unlocked of course in the eastern kingdoms and kalimdor)

Have you got the toys from the honorbound vendor to open up all the flight points?

I am very sorry. The quest has given you a scroll to teleport, however the quest tracker recommended the kharazhan portal in Dalaran. The scroll fixed the problem.
