As a pvp player, how can i get Ethereal Strands?

This item is full useless I hope with greater Ilvl can be use for something

I think you can get them from any pvp mode that you can queue for.

I’ve got it all from random bg. Some people have it bugged, Omni on second account also can’t get them.
