I am only level 62 but a lot of times I am energy starved and its comin back slowly…
will it get better with gear or is normal for assa rogues to have some low energy regen?

You need the thistle tea talent. We are “balanced” around it. Once the 3 charges are gone, fights are a slog if nothing is dying. This doesn’t change in pvp at max level.
If there is anything dying - make sure you have a rupture on it and it will be better
Gear and being max level with optimal talents will resolve most of your problems, minus when you attack things with no dots applied.
