I’d fully support this but let’s be honest here - they won’t lower the CD because they love their sweet money from paid race changes.
I’m 100% certain that this is the only reason the CD has not been lowered yet and why there has not been a shop item for this. A shop item would bring them money but just once per player. Race chanages are theoretically infinite.

Otherwise, they are never going to lower CD for Gleeful Glamour items.
Which is strange to me - changing appearance now and then is really fun.
Feral and guardian Druids would have too much fun, and too much drip, showing off their transmogs if the CD on this was 1/2 hours.

You’d be surprised how many of the features in WoW are the way they are just because of money.
Dead Realms all over the place, yet they still charge you 20 just to change your server. Race, faction, name changes… all could be free just as the gender swap but hey, money.
Time gating also doesn’t exist so “the average gaming dad is not getting left behind” as they claim because they fall behind anyways. It’s just to dangle a carrot in fron of players for a longer period of time so they keep playing.
Another indicator for this is the Great Vault. On one hand they keep talking about being casual friendly and respect your time but on the other hand the Vault exists and if you dare to go on vacation for 1 or 2 weeks (or be bed ridden / in the hospital or whatever) you just lose 1 to 2 weeks of gear progression without any catch up options.
The AH mount is another example. 90 for a mount that basically already existed for years and consumed next to no development ressources, yet they charge 90 for it. Yes, it’s convenient but the price is just an arbitrary number set by Blizzard to milk the player base.
Reduce the CD but make it not castable in raids.
Enchanters sell an option that is 2 hours cooldown and its not random.
Depends whether it is gnome / goblin engineering, the other have higher tendency to go boomey and the other is more to malfunction in some usually hilarious way

More than anything i wish i knew - why wouldn’t they either increase duration or reduce the coldown of Gleeful Glamour, so that the duration = cooldown.
At least only for rank 3 items.
