There is a self-service Battle.net Account Country/Region Change, try it.
You may also want to contact the support and ask them to make the changes for you.
However, as a proof of your new residence, you will need to show them at least an utility bill with your name and address.

I assume you will be paying in euros. As your account is from the EU, and you are playing in the EU servers, not in the Chinese servers.

So it’s only possible to add a phone number match the country that’s registered on your account.
Generally speaking, cases like this would be resolved by updating to your new country after moving:
Some regions however, such as China in this case, have additional restrictions which means it’s not possible to assign it after creation.
I hope you can still figure something out that works for you.
