Authenticator put on by hacker

My aunt is trying to return to the game but has found that she has an authenticator put on by someone other than herself. Tried multiple times last night to get acceptable ID over to Blizzard but she has no photo ID (doesn’t travel so no passport and her driving license is old style paper). The guidelines for ID seem to be based on US ID (we are in the UK)

Is there a telephone number she can call to get this sorted please? The 0800 number is going nowhere.
