As per the official news article, the 50% XP Buff was only ever meant to be up until Pre-Patch release.
“Take advantage of the Joyous Journey’s experience buff now until the Mists of Pandaria Classic pre-patch arrives.”
Why would they throw everything at you to let you level a brand new race super quick? You have to level it normally or buy a boost for it.
I don’t think JJ is what OP is referring to. It’s a known issue that the monk specific xp buff gets removed when entering/leaving certain dungeons. Which is most certainly not intended.

Because thats the whole point of a prepatch, to let players catch up as fast as possible in preparation for the new expansion. Are you ok??
I play pvp, honor gains are very low, horde loses all the time, and everyone who can be a human is a human. I think we need to address this by allowing shamans and druids to be bumans, so 100% of pvp player base are humans.

The content that the pre-patch brings has nothing to do with letting players 'catch up as fast as possible’.
Pre-patch is to bring in the new updated systems early to make the future launch day potentially a lot smoother, as it gives time for the devs to iron out any bugs with the new additions and changes to the game engine before it’s officially meant to go live.
You don’t release an expac or DLC with new content but then give players access to the main new feature (Monks) before the release of said expac/DLC WITH a massive levelling bonus - that defeats the entire point of bringing out fresh content/DLC which is to keep people busy, keep on playing and have new stuff to do, including leveling a new character with the new race.
