I can’t find Exarch Maladaar for the Breeching Comet though.

Wowhead shows Breeching Comet as dropping from Kael Thas.

He’s the last boss in Auchenai Crypts.
Which is in Outland (TBC) and not Draenor (WoD). Althoguh there is a version of him in Talador apparently.

Easily done, first one I saw on Wowhead was the Talador one.
It’s a dungeon the Auchindoun (south of Shatrath (there are four dungeons in there), I think it’s the one on the west (been a while since I was there).
