One of the things i saw heavily promoted about the azerite gear in 8.2 was that the HoA didn’t matter with azerite gear and would be fully unlocked (I get a newly dinged 120 won’t have them unlocked).
My hunter is HoA lvl 58, 2 essences unlocked and bought a 430 piece of azerite gear today. Why is the “Azerite Empowered” last trait locked to me until my HoA is level 59?
Did this not change and i’m mistaken?

All traits (the ilvl one isn’t really a trait, just a power increase) are unlocked by neck lvl43, which is just 8k azerite past the free lvl35 you get from the essence questline. That’s what was promised, not having to farm azerite to re unlock traits.
Even 8.3 mythic raid azerite Gear (475ilvl i Guess ?) will have all traits unlocked at neck lvl43
Thry should rather delete the +5ilvl from all pieces than give it for free.
