An unfathomable number of people still do not use it as often as they should in the Nzoth fight.
Most of then are not even on LFR (which is for once a proper learning experience for preping for Normal) but on Normal PuGs! Is there a faction of players who consider themselves too cool for LFR and instead go for normal blind?
I went with a Normal PuG to test out the new and improved stats of my boomkin (ilvl 450 now) and I saw things I did not expected to see outside of LFR.

People did tactics during release because normal gear kinda mattered first week. Now, no one does that and only ones does normal atm have no clue what they are doing there. People just apply for raids hoping leader is drunk and accepts them and get carried by someone is absurdly overgeared . Btw atm you have no reason to clear normal if you are already overgeared.
Joined a normal pug with my alt yesterday and can confirm it’s worse then lfr.
I wanted to do some practice/testing and the LFR queue took forever as dps.
I at least I can look forward to some heroic with the guild after the reset.
Tbh m+ gear and lack of tier sets maybe good raid azerite traits is the problem here. People have no reason to clear normal. I skipped 8.1 and 8.2 no idea what happened there but during 8.0 , raid azerite traits were really good (especially lazer matrix thing) and people pugged normal more often and during legion , legendaries and tier sets exist , so people pugged normal to get their 4 set bonus or chance for a legendary.
But now , there is no interesting loot from raid. I even question myself why am i even bothering to clear hc raid every week 
I’m getting 465 and 470 guaranteed corrupted gear from vision every week and 475 from weekly chest. Don’t forget the 465 loot at the end of the dungeon.
You even get better gear by spamming low lvl keys then the raid.
Long story short , there is nothing interesting comes from the raid to make people want to do them.
Yeah the repeats are indeed not encouraged.
One would want to do it once for the Vexiona mount or the accomplishment of clearing with the guild and that is all
Atm i’m basically there to help guildies nothing else
