I cannot seem to progress in this quest. After using the portal to Coldarra, I see Kalecgos, Azuregos and Sindragosa standing with “memory of a torturer” mobs dead around the room. Nothing happens here and I cannot complete the quest.
Try cancelling all other quests with Kalecgos (for example related to Artifact Weapon), as Gooberchauv suggested here https://us.forums.blizzard.com/en/wow/t/quest-azuregoss-support/1596755/14 This + relog worked on my mage
