I have found and clicked on all the stones. Baa'l is in front of me. I have summoned my Unna. I have completed the quest for Unna . She doesn't weaken Baa'l. Please help I've spent days on this.
Is this a bug? Have I done something wrong?
did you write up a ticket in game ?
I'd recommend that as your first option I had to deal with a mount issue the other day so contacted blizzard ingame to see if they can see whats wrong.

Unna has to be upgraded first (Her long questline)
then she weakens Baa'l.
If you use a normal, non upgraded Unna it does not work.
So, you can either do her upgrade long quest or wait for someone to summon her.
Upgraded unna has some flowers on her head.

I have done the Unna quest she hugs me back and has all the items

Full upgrade is needed.
the quote "Upgraded unna has some flowers on her head" was used just to help OP differentiate from a non upgraded Unna
There are flowers on her head ,she is holding wand and doll, she hugs me when i hug her. Is there more quest after the hug reward?

Baa'l can be bugged and it seems the only fix for it is
1) Unsummon all Uunas around him
2) Use the Gastropod Shell toy to eat Baa'l
3) He respawns unbugged
Then he'll react like normal to Uuna again. If you can't get the toy involved you can try swapping War Mode to change to a different shard where he might be fine. Those are your only options AFAIK. Even if you kill him in his super form you won't get the pet.

it worked for me how every i had already 3 level 25 pet so it was easy to beat him :)
Blizzard politely told me where I went wrong in my reporting of a bug. My Baa'l issue was resolved in a very timely and polite manner. Thumbs up to blizzard.
Still bugged today 22/10, did the warmode thing and i don't have a !@#$ing 0.50% droprate toy, blizzard why the %^-* you don't fix a bug that community reported 3 months ago
Bugged out for me yesterday (2018-10-28) as well so I did the following which worked for me:
1) go back to Orgrimmar
2) disable warmode (had it on previously)
3) disable all addons and log out (I think I exited the game completely, actually)
4) log back in
5) dismiss Uuna
6) hearth to Garrison
7) travel to Baa'l and stand before him
8) wait till anyone else with Uuna out is gone
9) THEN summon Uuna who this time "know what to do with guys like this!"
To be quite honest, I haven't the foggiest what caused this to work. One bullet in particular or perhaps several in combination? For some reason it did, I got lucky and got Baa'l. There were two other guys there who had the same issue as I did who had just left when it worked for me so I whispered them to come back. While Baa'l was weakened, they, too, could fight and get him so make sure to help out your fellow pet battlers if you can :)

Check if there's a b'aal group in group finder. Mine was bugged too and that's how I got him.
I realy did try all but nothing did work for me so waited for a sever restart like today and yes worked fine and finaly got him.
