I wanted to level my new druid in Legion, but the artifact scenario for balance druid “The Dark Riders” requires a skill lv 26 “Solar Beam” to interrupt the enemy’s spell, which I don’t have as a fresh character.
There’s no way around it, I’ve tried everything.
Not that I’ve tried that but isn’t there an Icon near the quest/scenario that lets you use it? That’s what they’ve done with most abilities that are required but can be unavailable.

The ability is visible in the quest log as clickable button. Plus I think it was also the extra action button which is bigger.
If you don’t see them or they work then it is 99% certain you have some addons messing things up. I di same scenario (as Affliction warlock though) during the 9.0 patch and it worked just fine: I was able to use the warlock ability needed in the same situation.
Try disabling all addons.

Somehow the clickable button in the scenario didn’t work with it on. But with it disabled, it did.
