I’ve just completed Balance of power questline to get the green Avatar of ursol.
but I went to the vendor on oribos, and its not showing me the new skin… help please 
There must be more quests you’ve missed. Go to dreamgrove and check if you missed something. Maybe a mission table quest, I can’t quite remember. Did you collect all the crystals from the Nighthold?

Did you log out and in again after you obtained it? It usually requires a relog before newly obtained artifact appearances and their associated forms are available to use.
