There is no current sale for the BattleTag name change service, and as far as I can remember there never has been in the past either, so if you’ve been holding out for a deal I don’t think a better opportunity is coming I’m afraid.
Ages ago there was option to rename Battlenet name once for free, but I guess that’s been removed at some point as I couldn’t find it - as I never used it myself.
According to this support article, you can change once for free still but doesn’t say if it’s time limited. I do remember changing mine ages ago for free. Seem to remember there was chance to change for free with Overwatch 2 release or something too.
