So right now all servers are down (Europe at least) and people here said that it is some kind of mainterence and you can see it in Battle.net app. But i dont see it, it is just not there. I checked how it should works and looks like and my app simply doesnt show anything, like everything is good go ahead
Make sure you have your BNET launcher set at English UK

No, I don’t think so as it follows your device settings. I don’t think it shows maintenance on the phone either.

As default there will always be maintenance on every night between tuesday and wednesday. They announce it on bnet but as this happens every wednesday people just know of it and so will you now. Welcome aboard. 
By default it is showing somehow English USA connected to America .so you will have to change it to English uk
