Berserking nerf matters?

Will it make a difference or not? I still think its the best racial for afflocks

The updated version is-

‘‘Berserking now grants 12% haste over 12 sec (was 15% haste over 10 sec)’’

so a 3% nerf with 2 more seconds added, I still think it would be better than nightbornes 1% magic damage passive
