Personally i think the best ones are Troll Racial for PvE, and then either Human or Orc for PvP.
Pandaren are meh tier.
Berserking 
Belf > nelf > everything else.
Alliance: Night elf and the void elf one
Horde: troll and orc

Void Elf cheap tmog - best casual perk
Human reputation bonus - faster flying
Troll haste - best in the mind of anyone who care about raids
Orc and human - PvP
Honourable mention - dwarfs and nelfs for m+

Warstomp is nice, it’s ok.
Troll racials are nice too. For Zandalari you can choose 5 different ones.
Human racials are great for rep
Best - taurens war stomp, because stun is always nice
Worst - taurens war stomp, who the hell decided it will impact others stuns with DR.
But for real, best is probably troll dwarf belf and nelf, maybe LFD
Worst ill say goblin (outside realy nichee situations) maybe worgen
Nightbornes’ arcane nova with 3 min cd is the worst
Stone/firebloods are the best
nobody gonna talk about dark iron dwarf racial? it punish you for using a list of debuffs and gives you 600 primary stats per debuff. together with certain specs like shaman and you looking at a char that will not get feared sleep or charmed and punish you for debuff him the first 2 min.
Nothing tops Haymaker (Kul Tiran racial) for me. Most fun I’ve ever had with a racial.

You have not felt the true testosterone form of this racial until you do this to a Vrykul pal!
Blood mallet will give you the answers based on race / class depending on what class you play as prior people have posted it–however in PVP
Personally I think it goes along the lines of something like: Human/Orc, Nelf/belf/tauren, DI Dwarf/Pandaren/Troll/zandatroll > the rest.
Pterrordax Swoop is the best. Love using it in BG’s.
War Stomp is up there too.
The worst racial comes from the same race, Z Troll. Regeneratin. It’s so clunky to actually pull off in combat. Out of combat I’m a druid so…
No matter how many times i link it there is a group of players who still believe that horde racials are better even when confronted with stats from top players that feed input into bloodmallet.

Best: Arcane Torrent - AoE dispel is useful in PvP and PvE

I agree with that. And it speaks volumes that all other posters in this thread even forgot it existed! And don’t tell me they did not list it because they consider it “middle tier”…many of them actually wrote what they consider middle tier!
No, they simply forgot it existed. Which is, by the way, the correct way to use this racial.
As for best…i always miss Nelf when i play something else - unless the class offers an ability to leave combat. For me, being able to get out of combat is just an enormous push to QoL. It is useful for M+, too, sure, but for me the greatest benefit comes from clicking away the many bugs that will keep you in combat, prohibiting you from mounting up again, even though there is no mob in sight for 200 yards.

I believe I have never even seen a nightborne. Same actually for diaper gnomes, but at least their racial is quite good.
Trolls & Orcs have strong on use racials
Void Elf is strong for casters but the teleport is kinda clunky
Dark Iron is pretty neat in pvp, but race looks fugly is the worst in pve
Kul Tiran is nice for pvp
Dwarf is strong too but also fugly
Nelf is generally strong in pvp if you use it right. In pve it is nice to drop combat, has some big use in Dungeons if everybody is nelf
overall alliance now has the better racials because horde racials got hit with nerfs in legion, before legion horde racials were all stronger for pve if I recall.
In PVP you can argue horde racials > alliance in terms of DPS cause its on demand stats then and there, + you have things like troll racial gives you obserd haste putting it well above the rest when you play a spec heavily dependent on haste for most optimal use. So its fairly clear why people default too it, but yes blood mallet is the fairest means of looking at it, if most were on a equal playing field atleast.
