I was thinking about making a new character that I would use to farm legacy content for pets, mounts and transmog. What do you suggest?
For the race I believe the Dark Iron Dwarfs would be the best as they run 4% faster indoors and they can also transport to many different areas which can shorten your travel time.
Go warrior as a class
They have great mobility, they can spam whirlwind to clear trash and they can equip almost any kind of weapon
Also plate sets look really good

edit: maybe druid with cat form and sprint.
Might be biased here, but I’d call brewmaster monk. Fire up rushing jade wind and everything in the room dies. One button, no targeting needed. Not to mention mobility that will make a mockery of 4% faster dwarves, a class hall with a shortcut to Pandaria, and arguably the best Legion class mount 
But pick the race you want to look at most - you’ll be staring at their bum a lot 
Best class for legacy content is between either Druid or DH for speed. Or Warrior if you want to unlock every weapon (minus wands) transmog.
As for best race, depends on which you prefer really. Worgen and Dark Iron are nice for the speed boost I guess. Then again Shadowmeld is also a really good racial, incase you’re doing an achievement and want to reset the boss or whatever. Or if you get stuck in a combat bug and can’t loot.
