If you are aliance i think worgen druid
but if you are asking what spec is best to kill everything and then skin i would say balance druid
i do that since cataclysm 
Always balance druid becasue it’s ranged you can pull from distance with moonfire or sunfire and then aoe down with starfall
An army of night fae druids farming the mission table. Any spec works, but Guardian makes leveling easy.

Worgen, as others have said in this thread.
If your aim is to make gold, then why play a mmoRPG? 
Night Elf Shadowmeld is also great for gathering and then flying / stealthing away without having to kill everything.

Worgen do have faster skinning as part of their racial, BUT
… generally, skinning is not worth doing, at least not much, below Shadowlands level, and the Shadowlands Gathering enchant makes skinning pretty much as fast for any race, so the practical advantage is barely visible. From a practical standpoint. I’d much rather have the Night Elf racial Shadowmeld to save time skipping incidental pulls and being stuck “In Combat” .
Best spec? If you are very overgeared, Balance can pull and kill more faster with Starfall, BUT
… Guardian has its instant remote single pull with Moonfire, and you need to get to all the corpses to skin them anyway, so for the most part, it’s just as good to pull them with Moonfire and have them run to you, and swipe them down in a pile.
So race doesn’t matter much, and both Balance and Guardian are good, largely depending on how geared you are. You can use the same gear for both, except maybe wep and trinks, so you can switch between whenever you like.
