Depends on what you intend to do.
Do you want to tank? Guardian.
Do you want to heal? Restoration.
Do you want to DPS? Balance.
Do you want to PvP? Probably feral.
Do you want to solo stuff? Probably Guardian or Feral.
Balance>guardian=resto>feral. Everything depends what you want to do. Feral is worst choice atm.

BGs or Arena? Rated or unrated?
For BGs, Guardian (albeit not DPS) is very strong. For rated arenas, feral looks popular, but there’s a fair representation of balance too - which one is best, likely depends on who you play with, or whether you prefer melee or ranged.

Not if you want to look cool and have fun 
Might be if you want to PuG M+ groups (their fault, though!)

for m+ guardian and balance will give you a easy time getting into other keys.
Tiny bit harder for resto!
Feral you properly get kicked before the run starts!
