In a biiiiig nutshell:

Overal performance:

  • PvP: Subtlety >= Assassination > Outlaw
  • PvE Raids: Assassination > Outlaw > Subtlety
  • PvE Mythic+ : Outlaw > Assassination >= Subtlety

If it were, the difference would be minimal. The only way you could say Assassination is better than Subtlety or vice versa is if you would compare the speccs in a specific M+ setup. For example, sub rogues are much better in AOE and big pulls than sin rogues.

My answer to this is simple:

The rest of the group, i.e. the group composition will determine whether it would be better to bring an assassination or subtlety rogue. In this scenario, it is more a question of the player skill where sin and sub rogues are quite equal when it comes to general performance… Whereas Outlaw rogues clearly take the prize.
