Since you are talking about instances, I’d take feral over balance. Balance for world, feral for instances. Way faster as you don’t have to switch form all the time.
Other tips: gear with sockets for speed gems.

All mage specs have access to arcane explosion as of pre-patch.
I also get behind this and say that mage is the best class for farming legacy content, and is a huge reason why I main a mage now. They are not the fastest clearing class, but it more than makes up for it with utility, and portals are awesome for jumping around the world.
Hunter is not far behind though with trailblazer and is infinitely easier because you don’t have to stop to cast.

In general, seems you are going for farming all transmog (hence four different armor types). If so, good luck. That’s a lot of farming.

This is true, and Ice Lance can also be handy when in some places farming as Frost, but Arcane Explosion does ~50% more damage as Arcane. The trick is to wait to gather a bunch before spamming it so you don’t hit your mana too hard. (And if you do, Arcane has Evocation so you’re not held up too long.)
I have all classes at 50, mostly play Mage and greatly prefer Frost, and I have farmed mog on them all, but when incoming damage and armour type are not a consideration, I go Arcane every time.

think theres overall agreement here.
only 2 other suggestions so far are warlock and sham. sham is probably narrowly ahead speed wise, but cast time slows them. and warlock can be fast with burning soul(?), but mage has too many perks.
