I have 3 level 14 pets and it's taking forever. Can't even get a new pet cause I'd have to start it at level 1
There was a legion video about purchasing shoulders, but it looks like it got nerfed
Best is probably to just go to zones in Kalimdor/Azeroth and fight pets on that lvl. In durotar I will recommend going to Tanaris. (lvl 14-15 pets)
Edit: Waiting for double pet XP week is obviously faster, depending on how much time u got.

Do the pet WQ in BfA. They scale to your pet's lvl.
If you take the Zookeeper boon/enchant, sometimes the Pet Supplies drop treats that Increase XP for one pet, by 25%, for one hour.
Hope that helps a little.

1. You can get one pet - but it won't be one of yours - to 25 in anything from a half hour to a couple of hours. The pet you get to 25 is not important. This is mostly useful so you can buy level 25 pets from the AH. Read this post for details:

You might - might - be able to skip a couple of steps and take your current team to Halfhill to capture a 22 or 23 Critter, since those are excellent Humanoids, and resistant to Critter attacks.
2. If you think getting your first team to 25 is hard, You Are Not Prepared for what follows. :)
Unless your aim is to start buying 25s from the Auction House, I would recommend you follow the prescribed path, as you are doing, working your way through Taming Kalimdor, then Outland, then Northrend, Cataclysm, and finally to the Promised Land of Pandaria. You WILL want to do these anyway, to open Pandaria, so you might as well make use of your levelling time that way.
P.S.
That's pretty rare, though. Mostly it's the old Shiny Pet Charms that are pretty useless now,

If you put a low level pet in slot 1 and play it for one attack only then swap it out it will level quickly.
Do not buy a level 25 from the AH as you need to have a level 25 already to learn it. You can only learn a pet from the AH at the level of your highest pet.

Define pretty rare though Grainne, I have around 7 or 8 treats on an Alt that I farmed using my main here. Took me a couple of hours iirc, give or take 30 minutes.
Also, if you farm up three treats, use them on yer pets, then go level them up and also kill mobs whille yer at it, well then you have an hour minumum to get more while also getting something else accomplished.
Maybe drop rates have changed as I honestly only started using Boons in geneal a month or so ago, but they dropped daily for me as long I farmed the mobs.
One more tip, don't go out to solely farm these. Try to work it around questing etc and they WILL eventually come :)

Do pet quests from BFA war table and buy tokens for 25lvl boost ...
I dont even play the pokemon and I already have several 25s without doing anything, I dont know why I did that ..

I am no expert (did a few pet battles for the first time ever in Legion to level the falcosaurs) so my advice is probably not the best there is, but I found it ok to put a high level at spot 3 (I have an anubisath idol that I've leveled with the thingie that gives you instant 25, idk where I got it). Then go and fight pets two or three levels above the ones you're trying to level, the two low levels should only hit once and then you swap them (make sure they survive). Anubisath annahilated everything else.
I do the BfA Worldquests and collect Pet Tokens, then i trade them in the for level 25 boosts xD
(also when doing the Garrison quests somewhen pretty early youget a free 25 boost stone once -> works for every character youhave)

Few times a year it happens that Squirt battle master comes to Garrison during pet bonus week. She gives pet master xp, and can be spammed.
