BFA vs Shadowlands legacy raid scaling

So recently Shadowlands was added to “legacy loot”, but it also looks like it was scaled down, both difficulty-wise AND item level-wise. Or maybe it was BFA that was scaled up, I’m not sure, but Castle Nathria gives ilevel 200-220ish items, all of which sell for only 1-5G, however Uldir and N’alotha give 260+ish items, and those sell for 20-60G which is nice.

The BFA raid bosses also have a little more HP, which is strange given they are 10 levels lower.

I feel like Blizzard over-nerfed the Shadowlands stuff for whatever reason, although I don’t understand nerfing the gold values. I assume that’s intentional, because, you know, fun police, but does that mean they only forgot to nerf BFA raids and loot too?

I just got done with the SL campaign yesterday, I could barely even solo the world boss in Ardenweald at level 77 and don’t even get me started on soloing Sanctum of Domination Mythic on a fresh level 80.
