Black Empire Cache & the Lessons in Brigandry quest

I’m not sure if anyone experiences the same but if you do please let me know so I don’t think I’m going loopy.

Usually when the quest for the Black Empire Caches is NOT up, there is an abundance of those boxes laying everywhere.
When the quest is up, they’re extrememly rare and hard to find.

It’s the same with the rares quest and not exclusive to the 8.3 content, it can be found in earlier stuff like Nazjatar and the Requisition: We Need it All etc.

I know the quests are obviously being undertaken by everyone but I’ve just logged in at 2:26am to complete the Black Empire Cache one and not a single box to be found.

This really puzzled me too, nice to see I’m not the only one. Usually treasure chests are one-time use for all players too, they do not disappear/respawn if someone else clicks on before you.

The one time I got that quest, I was confused as to where all the chests had gone, because the week prior I had been merrily clicking on them while doing other objectives.

There are always 2 available as far as I remember, one under the trees on the way to the main hub, and another far north on the waterfall.
