Here is an gem shaped toy named Black Ice you get after completing dungeon at Stranglethorn, and if you activate it it gives you buff named Black Ice Bling, and small buff icon is appearing upper right. However, this buff seems to do nothing at all? I googled and some says i should have shiny ring visible on my finger but i see nothing. Just icon of “buff”

There are a couple of those ring toys. Look closely to your characters hands and you should be able to see it.
That’s the key term, most don’t do anything useful apart from small fun things

this is what it should look like. its just cosmetic and doesnt do anything besides giving you a ring.

Obviously if your wearing gloves you won’t see it
Still shows if wearing them.

Looking at the wowhead comments some others have the issue of of it not showing. Some just reapplied the buff and that fixed it. Some speculate that some mogs don’t work with it.
I hope you find something that works for you.
