They can only be used during the Noblegarden event, but it would be cool if they were usable all year similar to how the flower crowns from lunar festival are.
They are like the only black pants in the game that could be used for casual/simple transmogs so it would be really nice if you could transmog them all year.

The restrictions on set items are random, sometimes it’s chest that’s missing other times it’s wrists.
We have cloth that looks like plate, leather that looks like plate, mail that looks like plate and plate that looks like cloth.
Then there is the cosmetic outfits such at stormwind knight which lets every alliance player run around in a plate armor. Not to mention the blizzcon costume.
