I literally cannot figure out how to obtain this mount, as far as I know your faction needs to have control over the area, but when that is indeed the case and I go over there the bear is just friendly and I can only target it, on my horde character I can kill it but not loot it and I cannot find anything online on how to get this mount - currently in Dragonflight.
iirc the chance for the drop is once per swap of faction, it’s not a daily/weekly.
This does not have a weekly or daily lockout, but is linked to a warfront cycle.
You only have one chance per cycle with a character.
