Every time I tried to play there is always
an afker,
someone who is offline,
someone who spends the entire game arguing,
someone who doesn’t do their job (like a healer not going to help the offense team to kill efc and so they die)
people not capping bases or carts despite having numbers advantage
the list goes on
It feels like I am being punished for things outside of my control.
Now you are at the rating you are supposed to be at… or something. Until you pay a high rated healer some gold to queue with you, that will make you supper skilled immediately and you are allowed to climb again. 
That person was kicked by an evoker under the map. They disconnect and try getting back into the game to get disconnected again. Till game is over. Obviously the person cannot report that evoker since they cant get back into that bg to do so. Rest of the lobby wont bother with it either.
