There was a time in WoW where PVP mattered and was popular, during that time you still had to PVE for certain best items, Warglaives, Shadowmourne etc.
Now is a time where PvP no longer matters, where nobody cares, where a small group of the same extremely skilled players from 10 years ago trade places at the top and basically no new talent is joining the fray, all the while PvP dies a slow death. With all that considered, what you’re suggesting would possibly just make things even worse.
If PvP can even be saved, it will be saved through the participation and embracing of the casuals and nothing else, but it’s too late for that.

All pve gear should have the same ilvl cap as pvp gear, it would resolve part of the issue. The biggest problem you have right now is that the rings are available for purchase for all after 2 weeks or now 30 minutes in LFR which make them easily obtainable, added to the fact that it’s last season with everybody being full of Versatility which mean you can go and enjoy some flavor of the “month” items.

Very little. Also the proc damage ring caps at 528 same as pvp gear. it’s the shield ring that’s 535 and again the shield amounts to very very little. It’s just a 7 ilvl upgrade over a pvp ring and specs that want mastery can get 1500 mastery on a single item without having to drop vers elsewhere.

which definitely means pve gear starts to be BIS in pvp and pvp gear is becoming useless/non competetive and that’s not how gearing and content balancing should be. Wow has class changes seperated for pvp and pve, wow had gearing separated for pvp and pve and everyone enjoyed it since this fully fits a concept of “Play what you want” which is the only way for every mmo game
