They could have a Shouler Cosmetic that matches the cloak, so you use Cloak & Shoulder transmog.
Probably the only way they could do it. This would mean that all shoulders looked more or less the same, so no fancy massive plate shoulders with spikes or skulls or whatever. That would be virtually impossible to add to this old game engine otherwise.
Something similar could be done with a head cosmetic for a hood on the cloak.

Same as long jackets,they only give them to npcs.
Actually, the Kul Tiran heritage has long jackets.
But aye, add more (also add the beanies!)
I would like from them to add more coats like kul tiran heritage and i really want
hood helmet connected to cloak something like aragorn when he was hiding from frodo in Bree

Kul Tiran exclusive unfortunately, but in all honestly, they only give the best designs to NPC´s, we players get the pick of the litter xD
