Technically in complete bis it is marginally better than using something with BSL. We’re talking single digits.
The problem with it is it’s a shoulder slot item, so it means you have to wear legs as a tier piece which has horrendous stats and means you lose out on a 424 ilvl item in tier shoulders.
Really though you should not be crafting amice as a priest, one crafted ring is already outright BIS and therefor an excellent place to put BSL without losing out on effective item level.
At ilvl 418 Amice of the Blue is BIS. Draconic Hierophant’s Wisdom at ilvl 424 is a reduction in DPS of approx 3%. Even Amice of the Blue ilvl 382 is 0.7% approx. better.
Basically Amice of the Blue is BIS at its normal ilvl and gets better as its ilvl increases.
Assembly Scholar’s Loop is worth getting as well. Followed by
Thunderous Downburst Ring 421.
Draconic Hierophant’s Britches looks to be BiS as well. 4% higher approx. at max ilvl than Flametender’s Legwraps. Its the set bonus that puts it ahead at every ilvl.
Neck is Elemental Lariat. Crafted.
Whats BiS for each slot can be hard to prove.

The difference between single items is very small. Different sims will disagree. Single items are very hard to prove. Think of all the other factors that have more impact. The randomness of crit is likely larger than the difference between some items.

Been asking the same. Shadow crash is frustrating that you require it to be active to make damage on each pull it just sucks.
