I don’t think blizzard wants to incentivize people too much for M+, because the actual quality content that they wanna push with reward is raiding. However, in the end, they should ask themselves why so many ppl prefer pushing in M+ rather than raiding mythic.
There already is something like that. Only 11% accounts as of right now in Season 2 have 2500 m+ score achievement. Even less for +20 Portals. 3k score is probabbly top 1-2% already.
I think you already know the answer. People love Mythic+ more because a Mythic raid requires a consistently static 20+ people. You can go to the keys either with your group or with a group of randoms (the first one is certainly better) and your impact is much more noticeable and the chance that one of 4 people will fail is much less than in a raid.
