Keep the spell multiplier, AoE sizes, HP cost, etc., in other words, make a functionally identically spell, but give it another name and make it usable with 2Handers.
Or at least remove 2handers from our loot pools, I already wasted three slots this season only on 2handers with intellect.
Oh, since we are talking about this, I think giving it a new animations would do great, the current shield bash looks kinda out of place for paladins.

Its called “Shield” for a reason…
then don’t allow us to have two handed sword and maces with int on 
I get the sentiment but personally HPalas look weird with a 2 hander imho… and its also a “leftover” from LK times when there WERE OH/Shield enchants which havent been a thing since quite a few expansions 
As I said, aesthetics aside, you shouldn’t waste vault drops or m+ drops on weapons that lock you out of one of your spells
