Blood: Crimson Scourge proc chance is way too low

During a 3 minute combat time Crimson Scourge proc happened only 3 times. Not sure if this was intended or a bug but it is way too low right now.

AFAIK it can only proc when you don’t have D&D running. The chance isn’t so bad.

Oh you are right, I completely forgot about that. There is a Class talent that gives two charges of D&D so you can have it up more often than before however it looks like that a permanent uptime is not possible.
