Hey, after starting a new character in the pre-patch, a Blood Elf Warlock, I’ve been leveling and eventually wanted to pick up my Succubus summon.
After some traveling back and forth from Ogrimmar, Silvermoon and the Undercity, I could not find the quest anywhere.
Is it correct to assume the quest either has not been added, or some kind of bug might be in effect?

What level is your warlock?
Level 22, the quest should be available from 20 as this is the case for Undead/Orc, right?
I’m trying to remember but I think it’s starts in undercity.
Maybe the one in the start area for your BE
Unfortunately I’ve checked Ogrimmar, Silvermoon and the Undercity, none of the locations have the quest.
Could be the one in the second BE area.
From what I have read it’s from the Warlock trainer in Silvermoon city, not sure if there is more than one.
Alamma, by chance? I’ve heard that one before, and talked to her. Unfortunately I’ve talked to all the trainers in all the locations I mentioned before.

I had a quick look into this for you and was able to confirm that this quest available for Blood Elf characters. The quest to obtain a Succubus minion is part of a quest chain, so it is possible that you may have started the quests, but never finished them.
It’s recommended that you double check the Warlock quests that you currently have and what is being offered by the Silvermoon and Undercity trainers. It’s likely that you have or are being offered the quest, but just don’t realise that it is part of the chain.
Do you have the Voidwalker or/and quests called “Devourer of Souls”, “Hearts of the Pure” or “The Binding” in your questlog?
It’s odd but I think you may need the Voidwalker to get the Succubus.
