Blood Knight tabard

Can anyone tell me where I can get the Blood knight tabard? Wowhead says that I should do the quest in the Orgrimarar for Charger at lvl 20 while playing as a blood elf paladin. I made a paladin and leveled it up to 20, but I don’t have a quest available (Apparently because the Charger learns automatically) I found information that the tabar vendor should have this tabard if you are a paladin, but it’s not there either.

Who knows a working way to get it?

According to a comment i found:
You need to find Avaros Dawnglaive, the Paladin Trainer located in the Barracks in the Valley of Honor in Orgrimmar. Oh and make sure you have trivial quests enabled if you’ve leveled up since
