And how they would pass through the large ocean on their own, shouldnt they suppose to be mindless. Also shouldn’t hunting and exterminating undeath while they are disorganised mob and act on their own or in small groups which also fights with each other would be far easier than purge one unified army.
Actually… not counting the Deathlord and his/her little army of frostwyrms and Death Knights (and their undead servants) how large is the Scourge remnant? Northrend is big, thats true, and the Nerubian deads were numerous, and the Scourge in its prime stiched numerous abominations together…
…but how many undead “survived” the years? The events of Wrath, Malygos’ rampage, the Cataclysm, the Legion invasion… and the resurrectable bodies are not limitless (especially when the undead have the habit of cannibalizing each other) so the Scourge not really had the opportunity to refill the ranks. Not many Necromancers running around rising bodies just for lulz, and the Plague of Undead is pretty useless now…
So…

Why we exactly fear the Scurge remnants and Bolvar leting them run free?
(And since Bolvar became the Lich King, things happened, not counting the Ren’Dorei and their funny void portals, the Zandalari might, the Nightborne potent magic, the Lightforged pretty much could wipe the Scourge from the face of Azeroth with the Light and the Vindicaar… )
