BRE is less common than Sulfuras these days, so I’d go with it for that reason alone.
Seriously, every time I see a Warrior with Sulfuras I die a little.
Leave that mace for Enhancement Shamans/Retribution Paladins, there are better weapons for Warriors.

BRE buff armor reduce goes to holder of the sword.
you can protect healer and hit warrior until you have stacks of armor reduce and then switch to healer

No, BRE is better than sulfuras in any situation in pvp, doesnt matter if its short or long. Firsly, because of sword spec and its damage output potential. Even with no stacks up on BRE it outpreforms the sulfuras because of sword spec alone.
Heck, BRE is used over R14 claymore in a lot of scenarios.
Armor penetration does nothing against most bosses since they only have 3700 armor, which gets reduced to zero or almost zero through regular debuffs - sunder, ff and CoR reduce armor by 3400 total, plus potentially annihilator proc.

BRE for Warrior. Sulfuras is Enh / Ret weapon. Anyone argumenting to give Sulfuras to a warrior is just trying to steal shaman / ret BiS weapon imo.
On the other end, I understand that in this Classic meta min max mindset most guild never accept rets or enh in their raiding core. Hence why they give a free legendary to one of their warrior.
it also costs about 3-5k gold to produce, and that’s assuming you can find a trustworthy blacksmith who won’t simply steal your mats and bail.
