Can I transfer a flight book from my 80 lvl character on one server to another 68 lvl character on another server via mail?

No. You can only do it with the same faction on the same realm.

This is true, with the exception that it currently doesnt allow transfers to opposite faction event it is on same account.

So, if I have a lvl 80 orc on Ashbringer, I won’t be able to send a book from him to a night elf on Firemaw, right?

It should not be allowed to transfer from a faction to another faction since the economy ita different.
And how does transferring a BoA Book of Flight impact the economy? You cannot sell it on AH anyway.
The economy of each faction isnt the same. I can make more gold on my alliance character and then my horde character can benefit from the book even if its harder to make gold on the horde side. This can lead to AH inbalance.
