Brewfest mounts

Hello there
can brewfest mounts drop on alts that are lower than 120 lvl? or level does not matter?

Only the epic / purple box has the chance to drop the mounts and I think you can only receive it on a 110+ char

I thought it was level 100? I got one on a level 102 anyway and a 109.
