According to this, Kyrian and Necrolord are your best options!
Do keep in mind that tuning is still ongoing, and there likely will be tuning passes post-release, but before m+ becomes available, so whatever is BiS now, might end up being trash by the time m+ is open.
The best advice is to play whichever covenant you like at launch. By the time your choice of covenant would start to matter, tuning will have happened, and we’ll have a better idea. Changing covenants is easy, the “hard” part is changing back to a covenant you already left. Thus, you can choose Night Fae if you want to (because Faeline Stomp is visually the most impressive covenant ability, and Night Fae are awesome), but if it turns out that Kyrian are better later on, you’ll just switch, catch up a bit, and you’re good to go.
Also keep in mind that unless you’re pushing high-end content, your choice of Covenant doesn’t matter. Some PuG groups will be slave to the meta and expect everyone to play whatever is considered BiS covenant - just avoid them. As a tank, you won’t have problems finding a group.
