You don’t really need Mastery. Getting more crit would be better because of Celestial Fortune.

How do you use you brews?
My covenant is kyrian.
I go with eye of the tiger - tigers lust - light brewing - bob and weave - high tolerance.
stat wise i have 25% crit, 1% haste, 17% mastery, and 23% versatility.
Concerning my brews, i have a weakaura that tracks my stagger a bit better. I usually use my brews when the stagger is in high yellow or red. I also try to make good use of celestial brew with some stacks.
Get ring of peace if you haven’t, makes kiting much easier.
Personally, I think Black Ox Brew is better. It gives you 4x Purifying, and 2x Celestial Brews. Plus, Black Ox Brew benefits from cd reduction.
Dampen Harm is better. Straight up.
As Cerms said, Ring of Peace is one of the best utilities in game. Use it.
About Celestial Brew, a lot of people are not aware of exactly how it is buffed by the Purifying so here it is:
Clearing during Green : 1 stack
Clearing during Yellow : 2 stacks
Clearing during Red : 3 stacks
Each stack buffs celestial brew by 25%.
So when charging into a big pack, you sequence should like this:
Dave (the ox) takes 25% of your stagger, use him wisely.
In my opinion Mikanikos soulbind is underated. I play WW as well so Pelagos is reserved for that spec. And I found Kleia’s tree to be useless. Bron heals for a fair bit, decent damage, sometimes he is summoned during enemie’s casts and the knockback interrupts them (even casts that cannot interrupted, or if the target is immune to cc), and there are few more useful traits in mikanikos such as Forgelite Filter and Hammer of Genesis.

I do think dampen harm is bugged though, because its definitely not reducing 20-50% dmg based on the hits. but maybe im wrong
To be fair, if you are not playing guardian druid with incarn up, its all about maintainint threat while running away. #TheKitingTier. You use defensives to stay in for a bit to get some overall threath.
Brewmaster requires buff that’s all, it’s the second worst tank after dk.
I double this, brew never been an easy boi, but now it got easy as hell mechanic, but feels as paper, like cmon, no good damage to maintain aggro, no tonkiness, feels no fun to tonk anymore. Maybe when I get leggos and gear it Will be better, but even in easy content as heroics I feel kinda scary sometimes.
Brews tankiness and dmg is entirely based on your ilvl.
It’s probably one of the harder tanks to play at a high level but very easy to get into.
I think we will be fine for 9.1 with even more stats to work with.

Disclaimer: I’m no pro. I don’t bother pushing really high keys. I am happy to tank in the range of 14-16 with my friends.
I can face tank the 2 big packs in DoS with no problem. And my damage average is 4.5k+ by the end of the dungeon, never had an aggro issue, well unless a dps bursts 50k+. I think you are right, you are just missing the right gear.
Ironically, I greatly prefer healing Brewies compared to DH’s, DK’s and Prot Paladins.
If I enter a key (high or low), having a Guardian, Prot War or Brewie is a sigh of relief. DH’s may be the meta, but 90% of them don’t consider kiting and most have the spikiest health in the world. I suspect most of them watch the MDI, assume they can do it too, have no itemization, possibly a janky covenant choice, and don’t consider kiting at all.
Whatever about a Monk’s overall tankiness, they are still one of the best for kiting in the game. Any Monk worth their weight in salt will absolutely be rocking Ring of Peace without question. If you’re not, you absolutely should be.
