Well, considering it’s their game then yes.
But also back when Legion was coming to an End and BFA was starting, they were Advertising buying Legion as “Get the Mage Tower appearances before they disappear forever”. So if there were to bring them back that would be false advertising, and they would be liable to get sued.
And therein lies a basic divergence of views between you and I. One, I imagine, that is at the root of the cycles of discussion this topic seems to inspire.
I think Blizzard’s legal team have weathered worse by far. Since neither of us are presumably on that team either, I don’t see that we should care.

But the discussion has gone on for long enough. Blizzard gave their answer last December. I support that answer.
I think it would be very unhealthy for the game if they removed time-limited rewards. It would give no reason to participate.
I have tried to argue my way for a solution to this for a while.
But it seems that the most popular solution is to try to nudge Blizzard to create new and better items so that we do not have to look back at old items that we cannot get.
For example they had that new flail weapon on the trader thing back on February.
Blizzard’s biggest sin is being lazy and uninspired most of the time when creating new armors, mounts and weapons

It is regarded as a controversial movie where a main antagonist tells the main character to forget the past and bury it if she has to. I do not think I should analyze why that line was unpopular here as it would be completely off topic

The part that I cannot accept is that they do not surpass the past with new cosmetics.
The biggest enemy of “good” is “better”.
Btw: That is me being well into the acceptance stage compared to past years. The discussions with Billy on other treads helped me see that what I actually want is more good mogs and not particular old mogs.

Be nice if they made a skin for evoker to get from mage tower.
They have to first make the dragon form actually wear more armor than just shoulders and belt.

Currently, considering the patch changes for Evokers for both specs between 10.0.7 and 10.1 make me want my Drakthyr to actually be able to have a transmog that is an Elizabethan collar/cone of shame
I’m sure whatever changes they make will be made balanced out before the patches go live (or shortly after).
Recently I’ve been starting to detest the WoW community, there’s just far too much drama over things they haven’t even tested yet.
